Change in rules with regard to studying in Canada

As of June 27, 2023 people who have a Canadian valid work permit or had a work permit application in progress as of June 7, 2023, may now study part-time or full-time up to either June 27, 2026 or the date that their work permit expires, whichever comes first.

If you neither have a valid work permit, had applied for a work permit as of June 7, 2023, or have an email from IRCC authorizing you to work, you cannot take advantage of this policy.

If you are a worker who is studying full-time, your work experience will not count towards eligibility for the Canadian Experience Class or for points under the Express Entry system for Canadian work experience. You also will not qualify for a post graduate work permit. You must have a study permit to be eligible to apply for a post graduate work permit.

This is a weird change. Why is there a cutoff date? Why is the cutoff date June 7, 2023? This is just a three year program.
